Statistical Activity Objective:
Production of statistics on trade in goods between Romania and the non-member countries of the European Union - Statistical System Extrastat
Activity type: Statistical survey based on combined statistical and administrative data sources
Number of observation units: Economic operators exchanging goods with non-member countries of EU
Statistical population / phenomena:
For extra-EU trade are included exchange of goods between Romania and states non-member EU, having as object: direct import of goods for consumption, imported goods released from customs warehouses or free zones for consumption, export of national goods and export of goods imported declared for internal consumption. There are also included: - temporary imports of foreign goods for active processing (inside the country's territory); - exports of compensatory products which result following the active processing; - temporary exports of goods for passive processing (processing outside the country's territory); - imports of compensatory products which result following precessing outside the country's territory and imported or exported goods for financial leasing (at total value of goods); - quasi-exports, for whichthere are drafted, at the national border, export customs declarations associated with the international transactions of the non-resident economic operators.

Data collection time frame: Up to 10 days after the end of the reference month for operators having exports or imports of electricity and gas (by statistical questionnaires COME); up to 15 days after the end of the reference month for the economic operators authorized for simplified customs procedures (through a statistical form with a predetermined structure); - no later than 28 days after end of the reference month, NCA provides NIS with centralized data from import and export customs declarations

Observations:
In 1990 Romanian imports were calculated only in FOB prices. During 1991-1993 the nomenclature used for the external trade statistics has been the Harmonized Commodity Description and Coding System (6-digit level detail), which underlies the Combined Nomenclature (detail level to 8 digits), used since 1994.
Receiving data is electronically - centralized database of customs declarations for import and export of the National Agency for Tax Administration; self-registration by statistical questionnaire for goods transported by pipeline and cable - gas and electricity.
