Methodology regarding innovation statistics
The aim of this report is a quality presentation of ''Community Innovation Survey (CIS)'' conducted in all EU countries. Quality evaluation is based on different quality dimensions and indicators relating to certain statistical standards defined by the European Statistical Standard frame reffering to the quality. The criteria concerning the statistical data correspond to a specific chapter in this report. These criteria are: Relevance, Accuracy, Timeliness and Punctuality, Accessibility and Clarity, Comparability, Consistency and Cost and burden on respondents. In the first part, the report contains a brief methodological description of the national methodology used for CIS survey. Starting with 1997 the statistical survey on innovation was conducted, for the analysis of 1995-1996 period, using the ''INOV'' questionnaire, based on ''Community Innovation Survey'' Questionnaire - CIS (CIS 1 and elements of CIS2), provided by Eurostat, with two years frequancy. Until now were conducted statistical surveys for the reference periods: 2000-2002 (CIS3), 2002-2004 (CIS4), 2004-2006 (CIS 2006), 2006-2008 (CIS 2008) 2008-2010 (CIS 2010), 2010-2012 (CIS 2012), 2012-2014 (CIS 2014), 2014-2016 (CIS 2016), 2016-2018 (CIS 2018), 2018-2020 (CIS 2020). Since 2010-2012 the statistical survey was redesigned, producing a combined survey on R&D and Innovation business sector of performance. In the period 2016-2018, the combined survey was abandoned and aligned with the requirements of the new OSLO Manual 2018.
Businesses are extracted from the statistical register of active enterprises (REGIS) at the end of the previous reporting period. According to Commission Regulation on innovation statistics, the composition of the sampling frame are taken into consideration regional issues. National questionnaire for data collection is fully harmonized with EU questionnaire CIS (Community Innovation Survey).
